Who said this?

First, the ground rules.

1) No text searches through search engines of any kind.
2) First person to guess correctly gets a prize.
3) Prize is not transferrable.

“When you work hard and you play by the rules, you ought to have health care, you ought to have a decent wage, you ought to be able to maintain a family.”

Guesses only, people.

George Bush, pere. Totally random guess. Now I'll do the search so I can laugh at myself.

Honestly, I've never heard the guy speak, not sure what he looks like, and not 100% positive I know what party he belongs to.

Nope. Keep trying, but no text searches!

If it weren't for the informal American language, I'd guess Clement Atlee. If it weren't so clear, I'd then guess Eisenhower (someone else already picked GHWB). But it is clear, so I'll have to go with Bill Clinton, even though I would have otherwise guessed that the "work hard and play by the rules" language was borrowed from somewhere.

It feels like it should be Shanker, but it's probably someone like Cheney or Giulliani.
